Developments in the Human Resources Policy and Management of Estonian Courts

Summary

When talking about the development of the judiciary system, we usually talk about the (steadily increasing) number of court cases, the increasing complexity of cases, the speed of proceedings, but also, the independence and credibility of courts. This article focuses instead on some aspects concerning the human resources policy and management of courts. It seems that the development of the judiciary system in recent years has realised that the recruitment policy and management of courts cannot be inherently very different from the practices that have proven effective for other organisations. This development has been and is also being supported by the legislator. When in 2016, the legislator established rules aimed at making the recruitment of new judges more flexible, on 6 June 2022, the Riigikogu initiated the draft resolution 633 SE for the amendment of the Courts Act and other related Acts, which will renew the management structure of county courts.
