Summary

People usually do not care about who handles their concerns in the administrative organisation – the state, local government, or some other public authority; be it a government department, administered authority, or some other body. For people, at the moment of needing a benefit, permit, certificate, explanation, etc., the public authority has the face of the official or employee they are in contact with, regardless of his or her exact position in the administrative system. The experience and the positive or negative emotion received will shape the person’s view of the entire public authority. The issue of the correctness of the administrative agency usually only arises when something is wrong. When there is a failure in the process, people start to examine who is a subordinate to whom and what is done with the money.

The re-established Estoniana administrative organisation has functioned for more than 20 years. This article views the historic development of the re-established Estonian administrative organisation, its influencing factors, the main legal issues and whether these issues have been solved by today. What are the new and old problems and recurring issues? The main focus will be on the issues rooted in the legislation of the Government of the Republic.
