Summary

The article introduces a project launched with the support of the Open Estonia Foundation, and its future plans and priorities. The project which has run for over a year has now reached a stage where the legal aspects of corruption and areas in which acts of corruption may occur in Estonia are being established. The emphasis of the project will shift from monitoring to offering preventive measures and to a more thorough analysis of the processes taking place in the society. The article examines the activities and outcomes of the project and its future challenges. The author focuses on the subprojects regarding public procurements, legislation preventing corruption, local governments, state assets, substantive law, court and criminal procedure, and media.
