Summary

Codes of ethics are widely recognised as one set of tools to limit corruption. The present article discusses the nature, functions and forms of codes of ethics, as well as their possible application in the fight against corruption in the Republic of Estonia and the ethical infrastructure – the essential concept to support the codes of ethics. Although the new version of the Anti-corruption Act (27.01.1999) amended the Public Service Act and added as an annex the Code of Ethics of Public Service, there is a persistent discussion as to the legal value of the provisions contained in the Code. The article argues that not underestimating the importance of promoting ethical principles in the public service, and because of the specific nature of the Estonian society in transition as well as the legal traditions, the concept of preventing corruption should, in the first place, be based upon parliamentary acts.
