Estonia and the European Union: organisation of eurointegration in Estonia

Summary


The article deals with the agreements concluded by Estonia and the European Union (Agreement on Trade and Commercial Cooperation of 1992, Free Trade Agreement of 1994 and the Association Agreement of 1995) and Estonia’s duty arising from these agreements to harmonise the Estonian legal system with acquis communautaire. The author describes the institutional system of eurointegration in Estonia as provided by the Government Regulation No 79-k of 30 January 1996. The functions and activities of the Ministers Committee, Council of Senior Civil Servants, Office for European Integration, the Estonian Translation and Legislative Support Centre and the Ministries in carrying out the Estonian legal policy for joining the EU are also analysed. Further, the Estonian Government Activity Plan for Joining the European Union of 6 June 1996 (the so called Estonian White Paper) and the avis-questionnaire of the European Commission to the associated countries is discussed.
