Summary

Public Service Act which entered into force on 1 January 1996 contains several deficiencies and ambiguities which render implementation of this Act difficult. For example, it not clear in which case a public servant can be regarded as an official and in which case, a member of support staff. The establishment of the salary scale of state public servants may also cause problems. Similarly, certain rights of officials are problematic. This article focuses only on some of the deficiencies of Public Service Act which may interfere with the implementation of this Act.
