Summary

At the foundation of theEstonian police in 1918 the designation of militia was preferred as the police force had lost the confidence and respect of the people during the revolution. However, the hurriedly established militia had the same vices: its staff was of a casual nature, professional profiency and equipment scanty.

By the law of 1919 the militia was re – organized into the Estonian public police. Criminal police was also established. In 1924 all branches of the police were subjected to the unique subordination of the Ministry of Internal Affairs. The effiency of the police increased: its armament was renewed and an up – to – date criminal registration used. In 1921 the organization of the professional training of policemen began but the personnel of the police continued to be unstable. In addition to doing their daily stint the Estonian policemen were good atheletes. One of the best examples of it is the Argentina Challenge Cup won by them in sharp – shooting in 1939. The activities of the Estonian police were distrupted by the occupation of the Republic of Estonia by the Soviet Union.
