Summary


Under the Planning and Construction Act, the purpose of local governments is to enact the construction regulations of the rural municipalities or cities. The same Act also specifies the objectives of such construction regulations: consideration of the local conditions, establishment of general construction and land use planning conditions in low density areas, establishment of labour division between local government authorities, and further specification of the requirements set out in the Construction and Planning Act. Although the existing construction regulations govern issues within the competence of local government authorities, they often ignore the requirement for consideration of local conditions. In addition, the requirement for further specification of the Act has not been met since the Government of the Republic has not passed several regulations prescribed by the Act. The author is of the opinion that construction regulations should govern issues within the competence of local government authorities, provide a list of documents required for issue of building permits and permits for use of buildings and establish the form of such permits.
