Summary


The article falls into three parts. First, the author reviews the historical evolution of the institution of ombudsman until today. The popularity of the institution is proved by the fact that it is wide-spread in major democratic European countries.
Second, the author explains the objectives and main principles of the institution which form a basis for its application.
Third, the author addresses future perspectives. Potential areas for extension of the institution are the European Union as a new level of administration, the field of social affairs as a result of enlargement of the discretional power of officials and developments in the field of administration which bring about changes in the definition of civil servant and in control mechanisms. Consequently, a need may arise in the future for changes in the organisation of the activities of ombudsmen.
