Summary


This article provides an overview of the current state of legislative drafting in medicine. After the re-establishment of Estonia’s independence, new laws concerning legal aspects of medicine have been drafted and passed alhough much work still awaits to be done. The Health Care Organisation Act, Health Insurance Act, Public Health Act and the Medicinal Products Act have been passed although some of them require amendment already. The Bills for the Psychiatric Care Act and the Narcotic and Psychotropic Substances Act have been prepared. Bills concerning sex change, removal and use of tissue and organs, contraception, in vitro fertilisation and human embryo protection are under preparation. Further, Acts concerning tobacco products, blood, infectious diseases and general medical aid are planned to be passed.
